Troy Kaplan is Of Counsel at Feuerstein Kulick LLP, where he supports the firm’s licensing, regulatory affairs, compliance, corporate and transactional practices.
Troy’s career as an attorney and consultant in highly regulated, high risk and complex industries and emerging markets spans over 15 years. He thrives where nimbleness, execution and out-of-the-box strategies are key to success. He is perhaps best known as one of the first, and most decorated, cannabis license application consultants in the world, having quarterbacked countless strategic pursuits soup-to-nuts on behalf of sophisticated applicants, boasting hundreds of wins nationally and internationally in the most competitive merit-based processes in the industry, including several top scores and other accolades. His clients include companies that became some of the largest and most revered multi-state operators (MSOs) due in large part to his relentless work ethic, thoughtful yet aggressive approach to problem solving and pragmatic insights.
As legal counsel and a business consultant, Troy has developed expertise in new market pursuits, strategic growth, mergers and acquisitions, go-public and other exit strategies, corporate governance, partnership matters, deal making, marketing and branding, regulatory and operational compliance, drafting laws and regulations, and drafting compliant standard operating procedures and related matters. During his career, Troy expanded his knowledge beyond cannabis and into other highly regulated, high risk and complex matters including health care, private equity, alcohol, gaming, estate planning and real estate. Troy has sat on numerous for-profit and non-profit Boards including as Chairman, served as a partner and corporate advisor to a private equity fund, served as an expert witness at trial, presented at numerous CLE events and trade events, helped found several state-based trade associations, served as an inaugural member of a Native Tribe’s Cannabis Regulatory Division and produced a two independent films.
